Dwell is measured from when a pallet arrives (or is issued) to when it ships out (or is transferred). In pooled programs it drives rental charges directly; in owned closed loops it sets how many pallets you need in the float.
Planned dwell and actual dwell often differ. Measure it from transfer reports or your warehouse system, by location, before you sign a pooling contract or size a closed-loop pool.
