In pooled pallet programs, the issue fee is the per-pallet charge for putting a pallet into your hands. It covers the pool's cost of inspecting, repairing and delivering the pallet, and it is billed whether the pallet is used for one day or thirty.
Issue fees sit alongside other charges such as daily rental, transfer fees and lost-equipment charges in fee-component contracts. When you compare a fee-component pool with a flat-fee pool, put the issue fee into the cost-per-trip formula with the other components rather than comparing headline fees.
